The Tier 4 Regional Campus is CARE AFRICA's most ambitious deployment — a multi-building complex that functions as a regional health centre, university outreach campus, agricultural processing hub and enterprise park in one. Built in formal partnership with state governments.

01 — WHAT MAKES TIER 4 DIFFERENT
Not just bigger — fundamentally different.
A Tier 4 campus is not simply a large Tier 3. It operates at a different scale, serves a different function and requires a different partnership model.
Serves multiple LGAs
A Tier 4 campus is positioned to serve not just one community but an entire local government area cluster — covering populations of 50,000 to 250,000 people across a 30km radius.
Training hub for other hubs
Every Tier 4 campus trains the staff who run Tier 1, 2 and 3 hubs in its region. Midwives, CHEWs, digital trainers and enterprise coaches are all certified at the regional campus.
Regional health centre
Operating at primary and secondary care level, the Tier 4 health wing handles referrals from all other hubs in its catchment area — filling the gap between PHC and tertiary hospital.
Government co-ownership model
Tier 4 campuses are built in formal partnership with state governments. CARE AFRICA builds and operates; the state government co-invests and embeds its own staff and services on site.
02 — CAMPUS COMPONENTS
Four major facilities. One campus.
Each component is designed by specialist consultants and meets Nigerian regulatory standards for its category — from FMOH for the hospital wing to NUC for the university outreach centre.
Regional Hospital Wing
24-bed inpatient ward, operating theatre, emergency unit, laboratory and pharmacy. Staffed by CARE AFRICA clinicians and seconded state health workers.

Agricultural Processing Unit
Post-harvest processing, cold chain storage, quality grading and market access support for farmers across the region. Reduces post-harvest losses by up to 70%.

Enterprise Park

03 — GOVERNMENT PARTNERSHIP MODEL
Built with government. Accountable to communities.
Tier 4 campuses only succeed as genuine public-private partnerships. CARE AFRICA brings funding, expertise and accountability. The state brings land, co-investment and legitimacy.
State government signs MOU
The state government commits to a co-investment of 30–50% of the campus cost, land provision and staff secondment. CARE AFRICA provides the remainder through funding campaigns.
Joint governance board established
A board with equal CARE AFRICA and state representation oversees the campus. This ensures accountability to both funders and the communities being served.
Construction and commissioning
CARE AFRICA manages the full construction process through verified contractors. The state government approves milestones and signs off on each phase.
Operations and sustainability
After year 3, the campus is expected to achieve 60% self-funding through enterprise park revenues, university partnerships and health insurance reimbursements. The state and CARE AFRICA co-fund the remainder.
